the manpower in Samarrah district was (74101) people in 1997. They made up (49.9%) of the total population of Samarrah district. In light of the population estimates made up (50%) of the total population. Manpower is of two types of people; the first is usually called “the economically active people” (labor force), and the second is called “the economically inactive people” (outside the labor force). The economically active people made up (44%) of the total workforce, (45246) people. Field surveys in Phase I have shown that (33%) of the workers in Samarrah work for the public sector, and (59%) work in the private sector, which indicates the effectiveness of the private sector and its clear dominance on the labor market. This calls for the development of infrastructure of industry and other economic activities in the private sector. The surveys also have shown that (36%) of the total workers have full-time jobs, (49%) have irregular work. (2%) of the work force are unemployed (jobless). This fact supports the orientation we are moving towards studying it later, in enhancing the economic infrastructure (especially for the
private sector) in Samarrah. What also supports this orientation is that field surveys have proved that the community of Samarrah is distinguished as a “working community”, where (57%) of families are being supported by one person, (33%) by two people, and (8%) by three people
